Yes she is in the wrong you stated to her exactly what you wanted and were will to do what it takes to achieve that look. Your stylist how ever must have been nervous about using bleach or just really lazy and did not want to put in the work. I would call the salon and ask to speak with the manager calmly explain what happened and request that your service be redone.
I have naturally dark hair and color it blonde. I keep my base color at a level 6 which is dark blonde / light brown and do heavy bleaching through out the crown. Any time some one with dark hair wants to go light blonde they need highlights done with bleach. I am really sorry that this happened to you. My best advise from now on is to ask your stylist questions before your service. This is part of your consultation ask them questions like: How long have you been licensed, Do you do a lot of color services, etc. If you have any doubts get out of their chair you are not obligated to see any particular stylist. And do not be afraid to speak up during the service, some times stylist do get frustrated but oh well it is your hair and you are paying good money to have it done, so why not get it done right.

no she's right. the best way to change to a lighter color is to gradually highlight your way to it. if she were to bleach all of your hair then it would be super damaged and break off and be really dry.
BUT if she didnt add more highlights then you already had then theres a problem. she should have added quite a bit of highlights to your hair so your hair as a whole would look a few shades lighter. like if it was dark brown it should have gone to light brown, then a month or so later to dark blonde then to light blonde.

when i went completely blonde i had to bleach my very dark almost black hair in order to get the blonde put in. the only thing that sucked was the upkeep (my hair grew back super fast)
well tachnically you cant get your money back because you said ';I guess so'; so not her fault and never trust barbers they do this all the time she ripped you off i feel sorry but you look good as is so don't worry
